Let us see in brief Rape Victim's Rights
RIGHT TO ZERO FIR: The concept of zero FIR is new. Refers to registered FIR regardless of the place where the offense was committed. The police in such a case can no longer say that they have no power. Such an FIR was then transferred to the police station with the official authority to begin an investigation.

The concept of this right came after the "Nirbhaya kand". Justice Verma Committee was made for established new rape laws. And in this committee justice, Verma mentioned the right to zero fir in rape victim's rights.
And the ministry of home affairs issued the advisory on zero fir on 10 May 2013.
And zero fir is also recognized in the case laws. Delhi High court recognizes this case law.

1. Information in the cognizable offense.
2. All information relating to the commission of a cognizable offense shall be entered in a book to be kept by such officer in such forms as the state government may prescribe on this behalf.
What is the consequence of this 154 code of criminal procedure?
- If any police officer does not write the FIR so under IPC section 166A " whoever being a public servant subsection(1) of section 154 of the code of criminal procedure 1973 in relation to shall be punished with rigorous imprisonment for a term which shall not be less than six months but which may extend to two years and shall also liable for the offense.
